The state of Kentucky has an obligation to honor all contracts, both implicit and explicit with all state employees. Contract companies would be screaming if the State of KY told them that they just want to pay them pennies on the dollar for a previously awarded contracts.
State government has many other options to raise the money needed for the unfunded mandate that the state government itself said it must provide. Why isn’t the Bevin Administration looking at any other money-raising endeavors? The administration loves a good consumption tax, yet they refuse to even entertain the ideas that have been presented thus far.
As a Legislator in Kentucky’s House I will look for new and innovative approaches to fulfilling our contractual obligation to our hard-working state employees who have provided education and protection for the people of Kentucky.
